毋庸置疑，这里的learns和wants都是做谓语成分。
假设这是一个句子的话，一个句子存在两个谓语不成立。
所以这里应该是两个句子，但又有另外一个问题了。句子和句子之间应该有连词，这里的连词要么是the more，要么省略了连词。假如the more是连词，那样这里的两个句子都是从句，没主句了。所以应该是省略了连词，那样省略了什么连词呢？
在其他网友的提问中了解了这个是“比较状语从句”，前面是从句，后面是主句。那样，既然状语的地方是随便的，这里无明显的连词，为何前面的就是从句，后面是主句呢？
在其他网友的提问中没找到有关的问题，本人又对这问题纠结了好久，期望老师可以指点下，谢谢！

从表意看，这是一个表达“递进关系的主从复合句”。我不觉得它是“比较主从句”。在复合句的主、从关系中，建议语法书再分出一个新的“主从句关系”，即：“递进关系主从复合句”。
递进关系主从句，其特征如下：
▲“the + 比较级...，the + 比较级...”结构，是表示递进关系的复合句。它有如下特征：
1. 无明显的从属连词。但两个分句的逻辑关系是：“越如何... 就越如何...”。
2. 有时用逗号把主从句隔开。逗号之前的部分为从句，之后的部分为主句。
3. 由于是递进关系，主从句的地方不可颠倒。
比如：
The more haste, the less speed. 欲速则不达。（省略了有关成分）
The more you eat, the fatter you get. 吃得越多，身体越胖。
The more I see of him, the less I like him. 我越是见他，越是不喜欢他。
The more learned a man is, the more modest he usually is. 越是有学问的人，一般越谦虚。
The more expensive petrol becomes, the less people drive. 汽油越贵，开车的人就越少。
The more you know, the more you’ll realize how little you know. 你了解得越多，你就越会领会到你了解得那样有限。
The more careful you are, the fewer mistakes you will make. 你越小心出的错就越少。
The sooner you are back, the better it will be. 你回来得越早越好。
The more embarrassing or shameful the secret is, the juicier the gossip it makes. 隐私越是让人难堪或见不能人，它产生的流言蜚语就越具吸引力。
The more coffee thats dissolved in the water, the stronger the taste of the coffee, and the darker the color, the darker the solution. 咖啡在水中溶解得越多，咖啡的味道就越浓；而且颜色越深，溶液也就越深。
【注】网友不要纠结“连词”的问题。其实，在英语中不需要连词、而用其他词代替连词的主从复合句并不鲜见。比如：
I recognized you the minute I saw you. 我一见你就认出了你。
You must show the gentleman in immediately he comes. 这位先生一来，你立即引他进去。
There was a dead silence directly he appeared. 他一出现，便鸦雀无声。
It began to rain instantly we arrived home. 大家一到家，天就开始下起雨来。
